Energy investments as a precondition for regional development in the Western Balkans

How can investments in energy provide support to the regional development of the Western Balkan”? This was the main question that the MPs from the National Assembly of Republic of Srpska and the National Assembly of the Republic of Serbia discussed during the bilateral meeting that took place on the 23rd of December 2013 in Jahorina, Bosnia and Herzegovina.

12 members from both parliaments discussed the importance of energy investments for the future development of the region, as well as the role the parliaments have in the process of conducting oversight over energy and investment policies in their respective countries.

What are the key energy issues that countries from Western Balkans face until 2020” and “What is the influence of the contracts signed with the European Energy Community for the countries in the Western Balkans” were topics of the presentation of  Mr.Petar Pavlovic – Independent legal expert that worked on approximation of the legal framework of Bosnia and Herzegovina with the EU acquis. He provided the MPs with further insight in the EU energy policies and the way they reflect and impact the region.

During the meeting MPs noted that there is a lack of parliamentary oversight of policies that support Energy and Foreign Direct Investments and there is a greater need to increase oversight of policies that support Energy and Foreign Direct Investments and Competitiveness. The present MPs agreed that one of the instruments to conduct more effective oversight is to organize oversight hearings in the respective parliaments. The chairperson of the NPC board and MP from the National Assembly of Serbia, Mr  Vladimir Marinkovic,  noted that parliament should also conduct effective monitoring of the implementation of energy strategies adopted by the countries in the region.

This bilateral meeting is part of activities organized within the Network of Parliamentary Committees of Economy, Finance and European Integration of Western Balkans (NPC), supported by the Westminster Foundation for Democracy.
